How to Add an Agency to Meta Business Manager (Step by Step)

The exact steps to add an agency as a partner in Meta Business Manager, grant the right permissions, and revoke access cleanly — plus how to avoid the permissions mistakes that break campaigns.

Adding an agency to your Meta Business Manager sounds like a five-minute task, but the permissions you grant at this step decide whether the agency can run campaigns, whether your assets stay secure, and how clean the offboarding is later. This is the step-by-step we use when onboarding clients across 20 countries.

The partner model vs. adding people directly

There are two ways an agency can access your Business Manager. The first is adding the agency's people as individual users to your BM — this works but ties access to specific people, so when the agency's staff changes you have to update permissions manually.

The better model is the Business Partner flow: you add the agency's Business Manager as a partner of yours. The agency then assigns its own staff inside its own BM, and you only manage the partner relationship. When the agency reassigns staff internally, nothing changes on your side.

Most professional agencies expect the partner model. If an agency asks to be added as individual users inside your BM, ask why — a partner relationship is more secure for you and more flexible for them.

Step-by-step: add the agency as a partner

1. Open Meta Business Settings (business.facebook.com/settings) and select Users > Partners. Click Add and choose 'Add a Business Manager' — not 'Add a person'.

2. Enter the agency's Business Manager ID (a string of digits the agency provides) and send the partner request. The agency accepts it on their side.

3. Once the partner relationship is live, go to the asset you want to share — your Ad Account, Pixel, or Page. Open the Assign Partners section, select the agency's BM, and grant the minimum permission needed: for an ad account, that's 'Manage campaigns' for a media buyer, or 'Manage campaigns' plus 'View reports' for reporting access.

4. Repeat for each asset. An ad account is useless without the pixel and page it runs against, so share all three together.

Permissions to grant — and avoid

Grant the narrowest permission that lets the agency do its job. For day-to-day media buying, 'Manage campaigns' on the ad account and 'Advertise' on the Page are sufficient. The agency can create, edit, and report on campaigns without touching billing or ownership.

Avoid granting 'Manage account' or 'Full control' on the ad account unless the agency is genuinely managing billing on your behalf — and if they are, a funded-wallet model removes that need entirely because the wallet, not the agency, holds the payment method.

Never grant 'Manage Business Manager' or admin rights to an outside agency. That level of access lets them add users, change settings, and alter ownership — none of which a media buyer needs.

Revoking access cleanly

When a client leaves an agency, the agency removes its staff from its own BM — access to your assets is automatically revoked because the partner relationship is what carried it. This is the main advantage of the partner model: one clean break instead of hunting down individual users.

If you added the agency as individual users instead, you must manually remove each person from every asset. Go to Users > People in Business Settings, find each person, and remove their access to the ad account, pixel, and page. Then audit the ad account's activity log for any campaigns or changes made during the relationship.

For funded accounts managed through a wallet, offboarding also means closing the wallet funding path. Move the remaining wallet balance back to your own wallet and disconnect the payment method from the ad account so no further spend can run.

Key takeaways

  • Use the Business Partner flow, not individual users — it's cleaner and more secure.
  • Grant 'Manage campaigns', not 'Manage account' or admin rights.
  • Share the ad account, pixel, and page together — an ad account alone is useless.
  • Offboarding is one step with a partner relationship; many steps with individual users.
  • A funded wallet removes the need to ever hand billing control to an agency.
